Notice for Out-of-Province Journeyman PLTs

Current: March, 2020

The information below shows the steps that Journeymen Power Line Technicians (PLTs) from outside of British Columbia need to follow to be eligible for dispatch by the International Brotherhood of Electrical Workers (IBEW) Local 258 office for work with BC Hydro or with one of the Union’s signatory Private Power Line Contractors.

Out-of-Province Journeymen PLTs WITHOUT a Red Seal or BC Certification of Qualification issued by the Industry Training Authority (ITA):

If you are a current member of the IBEW:

If you are not a member of the IBEW:

  • please apply for membership with our Union (download the application form here) and submit your initiation fee and 3 months of union dues for a total of $71.50 THEN, complete the application to challenge the ITA Inter-Provincial Exam (IP Certificate) and send it in (leave registration number blank). Journeymen PLTs WITH Red Seal or BC Certification of Qualification issued by the ITA:

If you are a current member of the IBEW:

  • drop off your travel card and register with the Local 258 IBEW Dispatch office. To be placed on the Dispatch list you must submit three months of Union dues - please contact Dispatch for current rate (see contact info below). Read more here.

If you are not a member of the IBEW:

  • please apply for union membership – download the application form here – and submit the initiation fee and 3 months of union dues ($71.50 as of January 1, 2020), payable by cheque, debit or credit card.

IN ADDITION, THE FOLLOWING ARE REQUIREMENTS THAT MUST BE MET IN ORDER FOR YOU TO QUALIFY FOR WORK ON BC HYDRO SYSTEMS:

  • Proof of 450 logged Liveline hours (a minimum of which must be 300 hours in LL3 Phase)
  • Limits of Approach Training
  • PSSP Categories (2) & (3) are mandatory, while PSSP Category (5) authorizes rights to SPG's and Liveline Permits

To be authorized to BC Hydro Power System Safety Protection (PSSP) Category (5), you must provide proof of an IP Certificate and proof of 450 Liveline hours.

Employer Responsibilities:

a) Ensure Journeymen PLTs are members of the IBEW and registered for Dispatch by Local 258 IBEW
b) Ensure Journeymen PLTs have logged 450 Liveline hours
c) Coordinate PSSP Category 2,3 and 5 training as applicable as well as Limits of Approach Training
